Among the structural barriers to inclusion, digital illiteracy stands out as a critical impediment to full participation in society. According to the Digital Economy and Society Index (DESI 2022), 46% of third-country nationals living in the EU lack basic digital skills. Lacking these skills, they face heightened risks of exclusion, dependency, and exploitation. Challenges are particularly acute among vulnerable migrant groups, including women, older adults, people with disabilities, and individuals with low or no literacy. Recognising these gaps, the D-HUBS &#8211; Integrated Ecosystems for Migrants Digital Vocational Competency recognizes digital inclusion as a central pillar of long-term integration. The successful integration of migrants in Europe is increasingly framed through a multidimensional lens that includes social and cultural adaptation, digital inclusion, skills development, and labour
